He really doesn't know how to handle Neba other than to just leave him be, since trying to force him off just leads to him teleporting out of Nagi's grip before returning right where he was. Neba decided that he didn't really want to evolve, mostly because he never really wanted to and he thought it was funny to see Nagi get frustrated over it.
